Setup
- Each player takes a neighbourhood sheet and a pencil.
- Form three stacks of construction cards and draw three city plans.
How to play
- Each turn, turn over one card from each stack: three house numbers, each paired with an effect.
- Everyone plays at the same time: each player chooses a pair and writes the number on a house of their choice.
- In a street, numbers go up from left to right, with no duplicates.
- Effects: Surveyor (draw a fence), Real Estate Agent (raise the value of an estate size), Landscaper (park), Pool Manufacturer (pool), Temp Agency (adjust the number), Bis (copy a neighbouring number).
- If you cannot write a number: tick a permit refusal box.
- The first player to complete a plan earns its higher value.
Scoring
- Completed plans, parks, pools and estates according to their value.
- Temp Agency: 7, 4 or 1 points for the three players who used it most.
- Bis and permit refusals are penalties.
End of the game
- The game ends at a player's third permit refusal, when a player has completed all three plans, or when a player has filled in all their houses.
- The highest total wins.
